I have examined the accompanying Ordinance, entitled
An Ordinance to amend the Summary Offences
Ordinance, 1945,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
The powers at present possessed by the police being in-
-sufficient for the effective abatement of the nuisance caused by solicitations for immoral purposes by persons frequenting certain public places this Ordinance is designed to confer the requisite powers: and recent decisions of the Madistretes bav- -ing caused doubt whether the power possessed by the police in relation to nuisances and obstructions in "streets" extend
to a street on land held under lease from the Crown, this Ordi- -nance is further designed to renove such doubts.
